| ABOUT TUMIKOM |
PURPOSE OF TUMIKOM
TUMIKOM, the Association of Parliamentary Monitoring Committees of Turkey, is
a elector initiative working to protect the rights of electorate and strengthen
democracy in Turkey. Through activities that raise voter awareness, TUMIKOM is
working to build more responsive institutions. Its vision is for a sustainable
democracy where citizens and elected officials have the highest possible regard
for ethics and the rule of law. TUMIKOM IS ON THE DEMOCRATIC SIDE.
TUMIKOM will show that as well as monitoring MPs, as an organization it is
taking side in favour of democracy process by sharing its point of view and
suggestion with political parties and public, about the issues such as democratization,
transparency and political ethics.
TUMIKOM's purpose is to increase voter awareness by and informing public about
elected officials and publishing its reports regularly and keeping social memory
alive.
TUMIKOM's monitoring report about 550 MPs activities in parliament is published
regularly every year. TUMIKOM's intention is to share objective information
with the electorate by highlighting MPs activities without any interpretation.
TUMIKOM has taken the first step in Turkey and in the world by its report.
It conveyed universally that parliament and the all parliamentarians can be
monitored objectively.
TUMIKOM's aim is to make a contribution for building a global voter movement
where citizens are actively involved in holding legislative bodies accountable
for their actions throughout the globe by sharing its knowledge that has gained
in Turkey.
TUMIKOM's Published Reports
TUMIKOM has published seven reports;
1-TUMIKOM published the first National Report on the its foundation day and it was
about 320 MPs of 30 province, 32 electoral district that TUMIKOM was organized at
that time. (June 1, 2004-Ankara)
2- The second National Report was published by TUMIKOM and was about all the
activities of 550 MPs in the parliament. TUMIKOM has broken the new ground in
Turkey as well as in the world by this report. It has been proven to the world
and Turkey's electorates that the parliament could also be monitored as individual
MP's. (August 2, 2005-Ankara)
3- TUMIKOM's third National Report was published about 550 MPs in the
parliament.(September 7, 2006-Ankara)
4-TUMIKOM's fourth National Report was published about 550 MPs in the
parliament.(July 12, 2007-Ankara)
5- During the 58th and 59th AKP government "Ten Promises" report published and
it was about AKP's answers to the questions asked by TUMIKOM before July 2007
general elections. ( July 5, 2007-Istanbul)
6- Evaluation of the early election of MPs on July 22, 2007 was published by
TUMIKOM (August 22, 2007)
7- The comparative rate in term of the responsibilities and duties of women
MPs to men MPs in the 23rd parliamentary period was published in TUMIKOM
report. (December 5, 2007)
TUMIKOM Suggestions on about Democratization, Transparency and Political Ethics
1- On demand of TBMM's Head of Democracy Committee, TUMIKOM made some suggestion
about the issues such as, "Relations between MPs and electorates, Parliamentary
Committee Regulations and Functions of Parliamentary Staff". TUMIKOM prepared
the file on these issue and send it to the Head of Democracy Committee in
parliament.
2-TUMIKOM made an announcement and drew attention to parties election statements
on July 22, 2007 election and lack of solutions on issues like, transparency,
political ethic and democratic opening and in the same announcement given some
suggestion about these issues.(May 17, 2007)
3- Under the title of "Ten Promises", TUMIKOM asked some question to fifteen different
parties Which are going in election, about the issues like "democratic opening,
transparency and political ethic in Turkey" and announced to public.

WHAT IS TUMIKOM?
TUMIKOM, the Association of Parliamentary Monitoring Committees of Turkey, is a
voter movement. TUMIKOM's history begins with the formation of the Committee of
Parliamentary Monitors (MIKOM) in the province of Muğla in 1996. And it became
a national voters movement in 2003. Today, TUMIKOM is organized in 42 of 81
provinces. And 384 MPs of 550 in parliament are elected from these 42 provinces.
WHO CONSTITUTES TUMIKOM?
TUMIKOM consists of electorates who have voted for different parties and believed
in democracy without remuneration. TUMIKOM's common laws and ethical values have
a binding force on its members and volunteers. TUMIKOM assesses its justice and
its different structure as its richness. This unique structure has enabled
TUMIKOM to be objective and unbiased to any of the parties and at the same
time doesn't exclude any of them.
