"STRENGTHENING LOCAL CAPACITY OF TUMIKOM WORKSHOP" WAS MADE ON 25-26 NOVEMBER IN ANKARA

Place: Midas Hotel Date: 25-26 November 2006 TUMIKOM is working for the democracy and voter's right as a voter action. The aim of TUMIKOM is to make voters conscious of the parliamentarians and to inform the voters with the reports to constitute a voter conscious. TUMIKOM is working for a permanent and a sustainable democracy by making the policy according to the ethic laws and by supporting the willpower of the parliamentarians and the voters. The performance report of the Turkish Assembly is published regularly every year by monitorizing the works of the 550 parliamentarians. On the 7th Summit of TUMIKOM that was made in Denizli, beside the 'National Report' that is made for each of the parliamentarians it was also decided to monitorize the parliamentarians in locally. According to this aim, the workings of strengthening the local representatives have been started by publishing a report to inform the voters about the parliamentarians and local governments. Therefore, 'Strengthening the local capacity workshop' was made on 25-26 November in Ankara by TUMIKOM with the contribution of NDI. The workshop was made with the contribution of Professional assistance and with the participation of 25 Volunteer Representatives of TUMIKOM from different cities. In the workshop, an evaluation was made about what can be made in locally to work more effectively with the voters and the future works of TUMIKOM. The work system of TUMIKOM in locally and the priority of the local representatives were established. On the first day of the workshop according to the organization system of TUMIKOM it was intensified about the works in locally. On the first session where the 'Representative Leadership' was discussed there had been exchange of views about the specialty of TUMIKOM such as being a reliable and objective NGO. The importance of the local works in the construction of TUMIKOM was highlighted. Also the discussions about the things that can be done by the local representatives after the 'National Report' published were made. It was mentioned that different methods can be used while the works of constitutiing a 'voter conscious' in different local regions. But the importance of using a common language according to the mission of TUMIKOM was noticed. Another issue that was discussed was the analys method that can be used while preparing the works. An example of SWOT (Strengths- Weaknesses- Opportunities- Threats) analysis was shown for determining concrete circumstances and for making more effective workings. Also the points such as integrity in the organization, the success that will be gained, the defense of the works, the leadership and the correlation to TUMIKOM were noticed. The second session on the first day was about 'Communication and Inducement' to constitute a voter conscious was the main point that all representatives have common opinions on their own job description by being a TUMIKOM representative. On the second session the effective communication skills were discussed. On the first day it was determined that the analysis of the premises and the results of the future works should be done. It was also determined that by making these analysis the sustainability can be realized. On the second day of the workshop there had been objective analyses about the position, the target audience and the future works of TUMIKOM. The communication methods of TUMIKOM were discussed. Also, on the second day studies, the important points while making new relationships and the main points to provide the continuity of these relationships. Another point that was noticed was the provide the 'National Report' reach to the huge masses. It was mentioned that this is very important for developing voter conscious. The importance of determining the targets and to make the right analyses also noticed. The result of the workshop with the contribution of the attendees was to make local reports in order to make a agenda of TUMIKOM works. With the highlights of the technical information that were gained from this workshop, TUMIKOM will go on its work more effectively by constituting a voter conscious with the participation of the local representatives.
